			<content:encoded><![CDATA[<blockquote><p>On December 10th 1948, the United Nations General Assembly ratified the Universal Declaration of Human Rights. The Declaration enshrined the principle that human beings could no longer be treated in law or public policy as mere tools of the powerful or subjects of the state, but that they possess inherent value, and must be permitted to live their lives according to the priorities they themselves identify, in so far as they do not infringe the rights of others. The ratification of the UDHR symbolized the triumph of humanitarianism in the aftermath of the most destructive war in human history, at the midpoint of what had already become the most destructive century in human history.</p></blockquote>

Twenty years ago, ISAR launched International Homeless Animals’ Day as a means of educating and informing people all over the world of the tragedy that overwhelms animal shelters each year – pet overpopulation. The movement has grown significantly since 1992, and International Homeless Animals’ Day is reserved by ISAR on the third Saturday of August every year.  ISAR&#8217;s purpose and the purpose of all who participate is to promote new campaigns, programs, and ideas on the solution to the pet overpopulation epidemic: spay/neuter.<br />

I recently received an email from a wonderful organization in New York. As a non-profit, all volunteer organization, they are committed to keeping people and their pets together.<br />
